config_tools: remove the parameters "pm_notify_channel" and "pm_by_vuart" of acrn-dm

Since PR #7002 has removed "pm_notify_channel" and "pm_by_vuart"
from acrn-dm usage, this patch also removes the two parameters
in the launch script generation logic.
