	Makefile: remove default BOARD and SCENARIO values
Remove the fact that a default BOARD and SCENARIO are used in case there was none provided by the user, nor any available from a previous build. Up until now, if that was the case, a build was triggered using a default set of BOARD and SCENARIO values. The 'make' command will now error out asking the user to specify those parameters.
