doc: fix doxygen 1.8.17 issues
The new (1.8.17) release of doxygen is complaining about errors in the doxygen comments that were's reported by our current 1.8.13 release. Let's fix these now. In a separate PR we'll also update some configuration settings that will be obsolete, in preparation for moving to this newer version.
