debian: fixup board and scenario detection

Browse Source 
Using e.g.

debuild -eACRN_BOARDLIST= -eACRN_SCENARIOLIST= -eCONFIGDIRS=<custom config path> -- binary

builds all board/scenario combinations provided in <custom config path>.
