hv && config-tool: Rename GUEST_FLAG_TPM2_FIXUP

This patch renames the GUEST_FLAG_TPM2_FIXUP to
GUEST_FLAG_SECURITY_VM.

v2 -> v3:
The "FIXUP" suffix is removed.
