Updates to the TSC members and maintainer list
* Update the Technical Steering Committee (TSC) members following the election
of Junjie Mao as the new chair
* Update Thomas Gleixner's email address since he joined Intel Corporation
* Delete the MAINTAINERS files in the 'hypervisor' and 'devicemodel' folders
as they are obsolete and unused.

Per the membership charter, the TSC members are maintained in the
CONTRIBUTING file in the project's GitHub repo. Update our contributing
documentation to include this file into our technical docs too.

Summarize the ACRN contributing guidelines (fully documented in a
separate document) and add to the top level of our project repo (as
expected by GitHub and our Technical Steering Committee)
Also, tweak the mailing list reference to recommend acrn-users instead
of acrn-dev
