Remove the >32MB limitation for 64bits mmio hole allocation, ACRN hasn't met such buggy devices for this limitation. Besides, OVMF has one bug which requires 64bits BAR must allocate from 4G+ address, otherwise trigger assert. This patch can workaround it.
