Verified that the newly released RTD theme is OK to use with the doc build process,
so update the requirements.txt with that and tweak the acceptable docutils versions.

Project ACRN Documentation

This folder hold the source and configuration files used to generate the Project ACRN documentation web site published to https://projectacrn.github.io
