Yifan Liu 81b78d0464 hv: vcpu: Move kick_vcpu and vcpu_make_request to common scope
Adjust kick_vcpu logic and move to common scope.
Moves also vcpu_make_request to common scope and adds
vcpu_has_pending_request and vcpu_take_request helpers.
