Kunhui-Li ac29ec2c6b config_tools: fix the issue that fail to generate config_summary.rst if enable CAT

currently, configurator will fail to generate config_summary.rst file if
user enable the "Cache Allocation Technology" because note function in rstcloth
is replaced by self.doc.note.

So this patch updates function and usage to fix this issue.

Please run scenario_cfg_gen.py to generate board related configuration files.

usage: python3 scenario_cfg_gen.py [h] --board <board_info_file> --scenario <scenario_info_file>
positional arguments:
  board_info_file  : file name of the board info XML
  scenario_info_file  : file name of the scenario info XML
