We want to be consistent in our deps so tracking down issue does not end
up in a murder mystery hunt. This commit picks a specific otel versions
that are unified in this codebase.

Go 1.16 reached end of life, so update to the current version of Go, but also
run CI on the previous version (which is still supported).
We should probably also decide wether or not we want the Dockerfiles to pin to
a specific minor version; this makes the releases more deterministic.

at the first iteration, only the following metrics are collected:
- HTTP metrics of each API endpoint
- cache counter for request/hit/miss
- histogram of storage actions, including:
GetContent, PutContent, Stat, List, Move, and Delete
