Mark Stemm ab0133d1dd Add unit tests for enabling/disabling rules ...

Add unit tests for enabling/disabling rules, covering:

 - matching names by substring
 - using "" to match all rules
 - matching names exactly
 - using ruleset ids in addition to ruleset names
