runtime: Enhancement for Makefile

There are some issues with Makefile for runtime:

- default target can't be used as a dependent of other targets.
- empty target `check`

And also add two targets for locally development/tests.

- lint: run golangci-lint
- pre-commit: run lint and test

Fixes: #2942
