docs: Add more kata monitor details
Add more detail to the `kata-monitor` doc to allow an admin to make a more informed decision about where and how to run the daemon. Fixes: #4416. Signed-off-by: James O. D. Hunt <james.o.hunt@intel.com>

## Local network considerations

The `kata-monitor` daemon is not run unless explicitly

[started](#kata-monitor-arguments). However, when it is running it
