docs: Update the stable branch strategy
On the last architecture committee meeting, the one held on December 14th 2021, we reached the agreement that minor releases will be cut once every 16 weeks (instead of 12), and that patch releases will be cut every 4 weeks (instead of 3) Fixes: #3298 Signed-off-by: Fabiano Fidêncio <fabiano.fidencio@intel.com>
