gha: build OVMF for tests and release

Browse Source 
The x86_64 package of OVMF is required for deployments
that don't use kernel hashes, which includes SEV-SNP
in the short term. We should keep this in the bundle
in the long term in case someone wants to disable
kernel hashes.
