build: shim-v2: Ensure MEASURED_ROOTFS is exported

The approach taken for now is to export MEASURED_ROOTFS=yes on the
workflow files for the architectures using confidential stuff, and leave
the "normal" build without having it set (to avoid any change of
expectation on the current bevahiour).
