df34e91978 osbuilder: fix missing cpio package when building rootfs-initrd image 
1. install cpio package before building rootfs-initrd image
2. add `pipefaili;errexit` check to the scripts

4f0726bc49 docs: Remove table of contents 
Removed all TOCs now that GitHub auto-generates them.

Also updated the documentation requirements doc removing the requirement
to add a TOC.

Fixes: #2022.
