af4ced32f4 workflows: Add concurrency limits
It is good practice to add concurrency limits to automatically
cancel jobs that have been superceded and potentially stop
race conditions if we try and get artifacts by workflows and job id
rather than run id.

795869152d docs: Move to mkdocs-material, port Helm to docs site
This supersedes https://github.com/kata-containers/kata-containers/pull/12622.
I replaced Zensical with mkdocs-materialx. Materialx is a fork of mkdocs-material
created after mkdocs-material was put into maintenance mode. We'll use this
platform until Zensical is more feature complete.

Added a few of the existing docs into the site to make a more user-friendly flow.

c5aadada98 workflows: Pin all actions
Previously zizmor only mandated pinning of third-party actions,
but has recommended rolling this out to all actions now.

94fde1356c docs: Add Zensical Doc Site Generation
This commit adds a Github workflow for building a Github Pages site for the markdown
files in the docs/ directory. Zensical is a new markdown-based static site generation
framework built by the creators of Material for Mkdocs. https://zensical.org/

This commit does not clean the doc structure, so site navigation is initially going to
be messy.
