Now shipped in the vendored code tarball.
Drop the git tree status check since it isn't needed anymore.
Also stop building with `-mod=vendor`. This requires to
expose GOMODCACHE as suggested by Fabiano Fidêncio.

Let's add this target so we can actually enforce, as part of the static
checks (which will be added in a follow-up commit), that our vendored go
code is up-to-date.
