static-build: Download firecracker instead of building it

There's no reason for us to build firecracker instead of simply
downloading the official released tarball, as tarballs are provided for
the architectures we want to use them.

build: Reuse firecracker directory on builds.

kata-deploy buider now reuses the build directory, this
makes faster rebuilds. Update firecracker builder to
not fail if is called twice.
