6faabd290c build: Add minimal Makefile 
Add a basic `Makefile` to allow a runtime to be built:

- Clear Containers-based Kata runtime:
  ```
  $ make KATA_RUNTIME=cc [install]
  ```

- `runv`-based Kata runtime:
  ```
  $ make KATA_RUNTIME=runv [install]
  ```

Fixes #15.
