b0ff304461 static: qemu: point prefix variable to /opt/kata. 
We want all the static qemu is intalled in /opt/kata
use PREFIX variable to notify to configure script.

05fd9d2131 ci: Add test for static qemu 
Build qemu if there is any change in static-build.

Do the same with the rest of projects in this repositoy.
