8f77c33d68 proxy: decouple from sandbox 
A proxy is mostly associated with an agent. Decouple it from sandbox
so that we can start it before linking vm with an actual sandbox.

a38b251120 tests: Refactor CC proxy test for Kata 
Reworked `TestCCProxyStart` to create a generic `testProxyStart()` that
is now used for testing both CC and Kata proxies.
