Fupan Li 1fc05491a2 tests: enable the cpu hotplug test for dragonball etc

Since the qemu, cloud-hypervisor and dragonball had supported the
cpu hotplug on runtime-rs, thus enable the cpu hotplug test in CI.

Kata Containers Tests

This directory contains various types of tests for testing the Kata Containers repository.
