Xuewei Niu 54df832407 runtime-rs: Support VhostUserEndpoint ...

This commit introduces VhostUserEndpoint and supports relative to
vhost-user-net devices for device manager. For now, Dragonball is able to
attach vhost-user-net devices.

Fixes: #8625
