Hyounggyu Choi 606f8e1ab2 runtime-rs: Adjust configuration for qemu-runtime-rs ...

To make `qemu-runtime-rs` working for CI, we have to rename a configuration
template file and `CONFIG_FILE_QEMU` in Makefile.
