Fabiano Fidêncio b119b051cb kata-deploy: support drop-in configs for default runtimes

Allow operators to provide per-shim drop-in TOML for built-in runtimes
and reconcile stale override files so upgrades and migrations remain
safe when drop-ins are added or removed.

Kata Containers Tests

This directory contains various types of tests for testing the Kata Containers repository.
