stevenhorsman 6b1fd4c782 kata-ctl: Bump reqwest to 0.12 ...

reqwest 0.11 required rustls-webpki 0.101.x, so we had to bump it
to use 0.103.12 to fix CVEs:
- RUSTSEC-2026-0098
- RUSTSEC-2026-0099
