Fabiano Fidêncio 84da2f8ddc workflows: Add "stable" & "latest" tags to kata-deploy ...

When releasing a tarball, let's *also* add the "stable" & "latest" tags
to the kata-deploy image.

The "stable" tag refers to any official release, while the "latest" tag
refers to any pre-release / release candidate.
