stevenhorsman 9fbdf513ca kata-deploy: Delete Cargo.lock ...

In #12776 kata-deploy's binary was moved to the main cargo workspace,
but the Cargo.lock wasn't deleted. As it shares the main Cargo.lock tidy
this up.
