Hyounggyu Choi 8b592ad845 ci: Do not run s390x CIs till the runners are back ...

We can argue about the removals, commenting out, or skipping, those all
have the same effect and do not matter much as this commit should be
reverted soon enough as its target is to unblock upstream development.
