Zhang Wei f4a453b86c virtcontainers: address some comments ...

* Move makeNameID() func to virtcontainers/utils file as it's a generic
function for making name and ID.
* Move bindDevicetoVFIO() and bindDevicetoHost() to vfio driver package.
