Alex Lyn a5a0f1a5d0 gha: Pass USE_DEVMAPPER to agent static tarball builds ...

Enable devicemapper (dm-verity) support in CI by forwarding the
USE_DEVMAPPER environment variable to the agent build step across
all architectures (amd64, arm64, s390x).
