Cameron Baird b7c81abc13 TEMP: CI runtime-rs erofs validation (do not merge) ...

Add (clh-runtime-rs, erofs, disk) rows in both unmerged and merged modes to confirm runtime-rs handles the erofs snapshotter rootfs, to inform the Go-runtime handleLocalStorage() fix. Revert before merge.
