Marco Vedovati ff8d23d75f tests: allow running unit tests using podman

Refactor unit test so that podman can be used to run tests when docker
is not available.

Kata utilities packages

The katautils package contains useful functions that are shared by various parts of the codebase, including the runtime and the container v2 shim.
