Move scheduler code out of plugin directory.

This moves plugin/pkg/scheduler to pkg/scheduler and
plugin/cmd/kube-scheduler to cmd/kube-scheduler.

Bulk of the work was done with gomvpkg, except for kube-scheduler main
package.
