Sidecar: API changes

- Add SidecarContaienrs feature gate
- Add ContainerRestartPolicy type
- Add RestartPolicy field to the Container
- Drop RestartPolicy field if the feature is disabled
- Add validation for the SidecarContainers
- Allow restartable init containaers to have a startup probe
