plugin/pkg/auth: add OpenID Connect token authenticator.

Also add related new flags to apiserver:
"--oidc-issuer-url", "--oidc-client-id", "--oidc-ca-file", "--oidc-username-claim",
to enable OpenID Connect authentication.
