Merge pull request #33296 from deads2k/rbac-09-discovery-role

Automatic merge from submit-queue

add system:discovery role

Adds a role for version negotiation from `kubectl`.

@mlbiam ptal.  If it works for you, I think we can merge it.
@kubernetes/sig-auth fyi
