* scheduler(NodeResourcesFit and NodeResourcesBalancedAllocation): calculatePodResourceRequest in PreScore phase

* modify the comments and tests.

* revert the tests.

* don't need consider nodes.

* use list instead of map.

* add comment for podRequests.

* avoid using negative wording in variable names.
