Docs: PullIfNotPresent -> IfNotPresent; PullAlways -> Always

PullIfNotPresent is the internal name in go code; IfNotPresent is the
user-facing value that is specified in json/yaml.  For docs, we should use the
user-facing string.

Similarly PullAlways -> Always
