tests: Skips AfterEach step if provider is not supported

**What this PR does / why we need it**:

The BeforeEach step for cluster_size_autoscaling is skipped if
the provider is not gce or gke. The AfterEach step should also
be skipped, since nothing was done.

**Which issue(s) this PR fixes**:
Fixes #67199
