Disable gzip compression in core control plane components
On local networks (such as the typical connection path between
control plane components) gzip compression increases CPU use and
end to end p99 latency rather than decreasing it. Disable compression
within the control plane components like a 1.15 cluster would be
configured.

Remove duplicate error messages from cli commands
Since we never use the cobras "SilenceErrors" or "SilenceUsage",
a command executed with "cmd.Execute()" will never return an error
without printing it.

The current behavior results in all error messages being printed twice:

Example:

$ kubectl abc
Error: unknown command "abc" for "kubectl"
Run 'kubectl --help' for usage.
unknown command "abc" for "kubectl"

This applies to all cli commands using Cobra. To verify, follow the code
path of the Execute function:

Set integration tests to use distinct namespaces
TestWatchBasedManager was racing with the default namespace creation.
To fix that flake and to ensure integration tests using a shared etcd
don't accidentally overlap in the future, move the three main tests
using the default namespace to separate namespaces, and have
TestWatchBasedManager create that namespace before it runs.

Make StartTestServer wait for default namespace creation, which will
reduce other flakes until future changes completely remove use of default
namespace.

From a failed integration run:

	watch_manager_test.go:66: namespaces "default" not found
	watch_manager_test.go:66: namespaces "default" not found
	watch_manager_test.go:66: namespaces "default" not found

Synchronous & unbatched audit log writes

**What this PR does / why we need it**:
When enabling buffered audit log file writes to reduce latency under high load, we shouldn't be batching the writes, as the large data write can have an inverse (though unpredictable) impact. Additionally, batched audit log writes should not be done asynchronously, as this just creates lock contention on the log writer.

9cbd54018f Remove signal handler registration from pkg/kubelet
The goal of this change is to remove the registration of signal
handling from pkg/kubelet. We now pass in a stop channel.

If you register a signal handler in `main()` to aid in a controlled
and deliberate exit then the handler registered in `pkg/kubelet` often
wins and the process exits immediately. This means all other signal
handler registrations are currently racy if `DockerServer.Start()` is
directly or indirectly invoked.

This change also removes another signal handler registration from
`NewAPIServerCommand()`; a stop channel is now passed to this
function.

Remove request context mapper

http.Request now allows setting/retrieving a per-request context, which removes the need for plumbing a request-context mapper throughout the stack

In addition to being way simpler, this has the benefit of removing a potentially contentious lock object from the handling path

This PR:
* removes RequestContextMapper
* converts context fetchers to use `req.Context()`
* converts context setters to use `req = req.WithContext(...)`
* updates filter plumbing in two places (audit and timeout) to properly return the request with modified context
* updates tests that used a fake context mapper to set the context in the request instead

Use a dynamic RESTMapper for admission plugins
This change updates the REST mapper used by all admission plugins to
be backed by cached discovery information. This cache is updated
every ten seconds via a post start hook and will not attempt to
update on calls to RESTMapping. It solely relies on the hook to
keep the cache in sync with discovery.

This prevents issues with the OwnerReferencesPermissionEnforcement
admission plugin when it is used with custom resources that set
blockOwnerDeletion.

Audit use buffered backend

This is the next step after https://github.com/kubernetes/kubernetes/pull/60076

This PR fixes https://github.com/kubernetes/kubernetes/issues/53020, to address https://github.com/kubernetes/kubernetes/issues/53006 later

In this PR buffered backend, introduced in https://github.com/kubernetes/kubernetes/pull/60076, is used to replace ad-hoc solution for webhook and add an ability to enable buffering for the log audit backend.

```release-note
Expose default service IP CIDR in apiserver
**What this PR does / why we need it**:
The `--service-cluster-ip-range` parameter of API server is very important for deploying Kubernetes on some clouds. The default CIDR "10.0.0.0/24" should be exposed at least from the API server's help message so that users have a better idea whether they need to change it.
This patch exposes this default value in API server's help message.
Fixes for HTTP/2 max streams per connection setting
**What this PR does / why we need it**:
This PR makes two changes.  One is to introduce a parameter
for the HTTP/2 setting that an api-server sends to its clients
telling them how many streams they may have concurrently open in
an HTTP/2 connection.  If left at its default value of zero,
this means to use the default in golang's HTTP/2 code (which
is currently 250; see https://github.com/golang/net/blob/master/http2/server.go).
The other change is to make the recommended options for an aggregated
api-server set this limit to 1000.  The limit of 250 is annoyingly low
for the use case of many controllers watching objects of Kinds served
by an aggregated api-server reached through the main api-server (in
its mode as a proxy for the aggregated api-server, in which it uses a
single HTTP/2 connection for all calls proxied to that aggregated
api-server).
oidc authentication: switch to v2 of coreos/go-oidc
Switch to v2 of [coreos/go-oidc](https://github.com/coreos/go-oidc), which uses square/go-jose to verify tokens and supports more signing algorithms.
Most of this PR removes dependencies used by the older version of github.com/coreos/go-oidc, and updates vendor files.
This PR has been tested against tokens issued by Okta, Google, and CoreOS's dex.
Closes https://github.com/kubernetes/kubernetes/issues/57806
```release-note
kube-apiserver: the OpenID Connect authenticator can now verify ID Tokens signed with JOSE algorithms other than RS256 through the --oidc-signing-algs flag.
kube-apiserver: the OpenID Connect authenticator no longer accepts tokens from the Google v3 token APIs, users must switch to the "https://www.googleapis.com/oauth2/v4/token" endpoint.

Introduce PodSecurityPolicy in the policy/v1beta1 API group

Types/constants are completely the same as in `extensions/v1beta1` except that they are located outside of the `extensions` API group.

**What this PR does / why we need it**:
This is the first step for migrating PSP-related stuff away of `extensions` group. See #43214 for more information.

Also it related to https://github.com/kubernetes/features/issues/5

$ cat restricted2.yaml
apiVersion: policy/v1beta1
kind: PodSecurityPolicy
metadata:
  name: restricted2
...
$ kubectl create -f restricted.yaml

Remove experimental keystone authenticator

**What this PR does / why we need it**:

experimental-keystone-url and experimental-keystone-ca-file were always
experimental. So we don't need a deprecation period.
KeystoneAuthenticator was on the server side and needed userid/password
to be passed in and used that to authenticate with Keystone. We now
have authentication and authorization web hooks that can be used. There
is a external repo with a webook for keystone which works fine along
with the kubectl auth provider that was added in:

So we don't need this older style / hard coded / experimental code

31332fa84a Drop using cloud provider to set host address feature
As part of the larger plan to drop --cloud-provider and --cloud-config
from kube-apiserver, we need to stop calling Cloud Provider API to
find the external ip address when one is not specified on the command
line.

When ExternalHost is not specified, we check if AdvertiseAddress is
specified and use that, if that is missing then we use os.Hostname().

When testing this feature, found a problem that when ExternalHost
is specified, the port was not added in the generated URL. So fixed
that as well.

**Special notes for your reviewer**:
We wanted to use this test pkg while creating a new integration test fixture, the idea of starting the api-server without actually starting a proper etcd (integration etcd ) is very useful, if would be great to extend this for other usecases such as `insecure` mode too.

It will also be useful to get the working `tmpdir` returned so that we could store additional certs (such as service account public and private keys and kubeconf for this apiserver) if needed, which will be cleaned up automatically by the `teardownFn` when the api server is terminating.

Add ExtendedResourceToleration admission controller.

/kind feature
/sig scheduling
/area hw-accelerators

There's elaborate discussion on this in #55080. In short, we would like to enable cluster operators and/or cloud providers to create dedicated nodes with extended resources (like GPUs, FPGAs etc.) that are reserved for pods requesting such resources. [Taints is the kubernetes concept to create dedicated nodes.](https://kubernetes.io/docs/concepts/configuration/taint-and-toleration/#example-use-cases) If the cluster operator or cloud provider wants to create dedicated node pools, they are expected to taint the nodes containing extended resources with the key equal to the name of the resource and effect equal to NoSchedule. If they do that, only pods that have a toleration for such a taint can be scheduled there. To make it easy for the user, this admission controller when enabled, automatically adds a toleration with key `example.com/device`, operator `Exists` and effect `NoSchedule` if an extended resource of name `example.com/device` is requested.

**Release note**:
```release-note
Add ExtendedResourceToleration admission controller. This facilitates creation of dedicated nodes with extended resources. If operators want to create dedicated nodes with extended resources (like GPUs, FPGAs etc.), they are expected to taint the node with extended resource name as the key. This admission controller, if enabled, automatically adds tolerations for such taints to pods requesting extended resources, so users don't have to manually add these tolerations.
Move core API to pkg/apis/core
Fixes https://github.com/kubernetes/kubernetes/issues/55304.
This moves the types in pkg/api and most of pkg/api/v1 to pkg/apis/core to match the other api groups, following-up on what https://github.com/kubernetes/kubernetes/pull/44784 did for the external types.
It's a nearly 100% mechanical package move with a number of trivial fixups in code-generators and in tests which do string comparisons of types via reflection.
**Most importantly:**
- group names are unchanged
- apimachinery semantics are unchanged
- the outside api is unchanged.
Note that some packages for helpers are left in pkg/api/v1. Splitting them into helpers which belong tightly to the api and those which are not is left to follow-ups.
Remove Google Cloud KMS's in-tree integration
Removes the following introduced by #48574 and others:
* `kms.go` which contained the cloudkms-specific code for Google Cloud KMS service.
* Registering the Google Cloud KMS in the KMS plugin registry.
* Google's `cloudkms` API package from `vendor` folder.
The following changes are upcoming:
* Removal of KMSPluginRegistry. This would not be needed anymore, since KMS providers will be out-of-tree from now on (so no need of registering them, an address of the process would be enough).
* A service which allows encrypt/decrypt functionality (satisfies `envelope.Service` interface) if initialized with an IP/Port of an out-of-tree process serving KMS requests. Will tentatively use gRPC requests to talk to this external service.
Reference: https://github.com/kubernetes/kubernetes/pull/54439#issuecomment-340062801 and https://github.com/kubernetes/kubernetes/issues/51965#issuecomment-339333937.
Fix TestCRD Flake
The DestroyFunc functions returned by generic.NewRawStorage is never
called when we do a StartTestServer() in the test suite. For a quick
hack for now, added TrackStorageCleanup/RegisterStorageCleanup and
CleanupStorage. Note that unless TrackStorageCleanup is called (which
is called only from the test suite) the other two methods are
no-ops essentially. So no change in behavior at runtime. This vastly
brings down the number of goroutines that are left behind when this
- Add e2e test for replicasets (demonstrate dynamic generic counting)
```
$ kubectl create quota test --hard=count/deployments.extensions=2,count/replicasets.extensions=4,count/pods=3,count/secrets=4
resourcequota "test" created
$ kubectl run nginx --image=nginx --replicas=2
$ kubectl describe quota
Name:                         test
Namespace:                    default
Resource                      Used  Hard
--------                      ----  ----
count/deployments.extensions  1     2
count/pods                    2     3
count/replicasets.extensions  1     4
count/secrets                 1     4
```
**Special notes for your reviewer**:
- simple object count quotas no longer require writing code
- deferring support for custom resources pending investigation about how to share caches with garbage collector.  in addition, i would like to see how this integrates with downstream quota usage in openshift.
**Release note**:
```release-note
Object count quotas supported on all standard resources using `count/<resource>.<group>` syntax

639e0bfb7a Deprecate the SSH Tunneling functionality in API Server
As part of the effort to move in-tree cloud providers out of kubernetes
main repository, we have identified that kube apiserver should stop
using --cloud-provider and --cloud-config parameters. One of the main
users of the parameters above is the SSH Tunneling functionality which
is used only in the GCE scenarios. We need to deprecate these flags
now and remove them in a year per discussion on mailing list.

With this change, `ssh-user` and `ssh-keyfile` are now considered deprecated
and we can remove it in the future. This means that SSH tunnel functionality
used in Google Container Engine for the Master -> Cluster communication
will no longer be available in the future.

Add an option for turning on/off compaction from apiserver in etcd3 mode

…erver

**What this PR does / why we need it**:

This commit adds an option for controlling request of compaction to
etcd3 from apiserver. There is a situation that apiserver cannot fully
own its etcd cluster (e.g. sharing it with canal). In such a case,
apiserver should have limited access in terms of etcd's auth
functionality so it don't have a privilege to issue compaction
requests. It means that the compaction requests should be issued by
other component and apiserver's compaction requests are needless.

For such use cases, this commit adds a new flag
storagebackend.Config.DoCompaction. If the flag is true (default),
apiserver issues the compaction requests like current behaviour. If it
is false, apiserver doesn't issue the requests.

`kube-apiserver-endpoint` storage namespace. The 'none' reconciler is a noop
reconciler that does not do anything. This is useful for self-hosted
environments.

Add Google cloud KMS service for envelope encryption transformer

This adds the required pieces which will allow addition of KMS based encryption providers (envelope transformer).

For now, we will be implementing it using Google Cloud KMS, but the code should make it easy to add support for any other such provider which can expose Decrypt and Encrypt calls.

Writing tests for Google Cloud KMS Service may cause a significant overhead to the testing framework. It has been tested locally and on GKE though.

Upcoming after this PR:
* Complete implementation of the envelope transformer, which uses LRU cache to maintain decrypted DEKs in memory.
* Track key version to assist in data re-encryption after a KEK rotation.

Development branch containing the changes described above: https://github.com/sakshamsharma/kubernetes/pull/4

Envelope transformer used by this PR was merged in #49350

Automatic merge from submit-queue (batch tested with PRs 51471, 50561, 50435, 51473, 51436)

Feature gate initializers field

The metadata.initializers field should be feature gated and disabled by default while in alpha, especially since enforcement of initializer permission that keeps users from submitting objects with their own initializers specified is done via an admission plugin most clusters do not enable yet.

Not gating the field and tests caused tests added in https://github.com/kubernetes/kubernetes/issues/51429 to fail on clusters that don't enable the admission plugin.

This PR:
* adds an `Initializers` feature gate, auto-enables the feature gate if the admission plugin is enabled
* clears the `metadata.initializers` field of objects on create/update if the feature gate is not set
* marks the e2e tests as feature-dependent (will follow up with PR to test-infra to enable the feature and opt in for GCE e2e tests)

```release-note
Use of the alpha initializers feature now requires enabling the `Initializers` feature gate. This feature gate is auto-enabled if the `Initialzers` admission plugin is enabled.
