Don't log when error returned

**What this PR does / why we need it**:
Both logging and returning an error is an antipattern. If the caller wants it logged they will log it. And in this case it will be logged twice which is very confusing for debugging.

Add generators for apps/v1 deployments

**What this PR does / why we need it**:
- Adds basic generator `DeploymentBasicAppsGeneratorV1` that is used on running `kubectl create deployment`. 
- Changes default basic generator for `create deployment` to `deployment-basic/apps.v1`.
- Don't fall back in case generator is not available for `create deployment`, instead, return an error.

juju: Revert "Bugfix for erroneous upgrade needed messaging ..."

**What this PR does / why we need it**:

This reverts https://github.com/kubernetes/kubernetes/pull/60873, which made it where the kubernetes-worker charm always requires a resource to be attached. This newly introduced requirement is a blocker for some of our users, so we have to revert this.

This PR fixes https://github.com/juju-solutions/bundle-canonical-kubernetes/issues/545 but reintroduces https://github.com/juju-solutions/bundle-canonical-kubernetes/issues/504. We can't really fix this in the charm, we'll have to get it fixed in juju instead.

Fix to avoid REST API calls at log level 2.

By default, logging REST API calls at log level 2 is too verbose (see below), if log level 2 happens to be default. So increasing its default to 3.

Fix subnet cleanup logic when using IP-aliases with custom subnets

This is the reason why we're seeing failures in our 100-node scalability presubmit (i.e network failed to delete due to undeleted subnets and eventually networks quota is exhausted in the project).

kubeadm: surface external etcd preflight validation errors

We're seeing quite some flakes due to LB tests on large-scale - https://k8s-testgrid.appspot.com/sig-scalability-gce#gce-scale-correctness
Earlier we disabled LB tests, but these ones were newly added few days ago.

optimize requestcontext: use RWMutex to improve r/w performance

RequestContextMapper is one of the mostly used interface by every request, and the underlying struct is a map with Mutex protect. So here we should use RWMutex.

Clean up the network plugin code

Moves the `pkg/kubelet/network` package down to `dockershim` since network

validate AdvertiseAddress in kubeadm init and other case

**What this PR does / why we need it**:

When using `kubeadm init --apiserver-advertise-address=****, `apiserver-advertise-address` can only be ipv4 or ipv6 address, if people use domain name in this field, will not use it and silently get hostIP.

6a072b9085 Add e2e test for forwarding PTR records to upstream nameserver.

42398825ed Move the kubelet network package down to dockershim
With CRI, kubelet no longer sets up networking for the pods. The
dockershim package is the rightful owner and the only user of the
newtork package. This change moves the package into dockershim to make
the distinction obvious, and untangles the codebase.

The`network/dns`is kept in the original package since it is only used by
kubelet.

37d30a0815 Remove outdated network plugin code
The code was added to support rktnetes and non-CRI docker integrations.
These legacy integrations have already been removed from the codebase.
This change removes the compatibility code existing soley for the
legacy integrations.
