Add a label which prevents a node from being added to a cloud load balancer

There are a variety of reasons that you may not want a node in a cluster to participate in a cloud load balancer. For example workload isolation for security, or managing network throughput, or because the node is not in the appropriate virtual network (cluster's that span environments)

This PR adds a label so that you can select which nodes you want to participate.

Normalize RepoTags before checking for match

**What this PR does / why we need it**:

on projectatomic-based docker, we get "docker.io/library/busybox:latest"
when someone uses an unqualified name like "busybox". Though when we
inspect, the RepoTag will still say "docker.io/busybox:latest", So
we have reparse the tag, normalize it and try again. Please see the
additional test case.

it was caused by duplicate creation in script.

Improve codes which checks whether sandbox contains containers

Currently evictSandboxes() checks whether sandbox contains
containers, it traverses all the containers for every sandbox,
but when cluster has many containres, it wastes a lot of time.
It is better to use sets in this case.

c0d9bdaf5e Improve PVC ref volume metric test robustness
This test has been flaking. The current working theory is that
volume stats collection didn't run in time to grab the metrics
from the newly created pod.

Made the following changes:
 - Added more logs to help debug future failures
 - Poll metrics a few additional times before failing the test

federation/pkg/federation-controller/util: fix swallowed errors

**What this PR does / why we need it**: The re-declaration of `err` inside the `if` block causes it to be lost before the check on line 93, even though it is reassigned on lines 95 and 90. By declaring the secret variable on line 71 I was able to ditch the `:=` assignment on line 72, meaning we can keep the `err` variable previously defined before the block on line 47.

Simplify deployment in federation CI jobs

**What this PR does / why we need it**:
Introduce a new variable `USE_PV_FOR_ETCD` to control whether to use PV for federation etcd. `USE_PV_FOR_ETCD` is set to false by default and can be overridden in CI jobs where we want to test with PV. For most of the federation CI jobs, it does not matter whether we use PV for etcd or not. We can overcome some issues by not depending on PV's in federation setup like failure to bind to PV and leaking PD's. etc...
#50543 is one such issue associated with PV.

This PR also contain a commit to fix couple of minor issues and removing unnecessary include of cluster/common script.

Allow to use version labels in kubeadm upgrade apply command.

of version argument, including labels (latest, stable-1.8, ci/latest-1.9)
as well as specific builds (v1.8.0-rc.1, ci/v1.9.0-alpha.1.123_01234567889)

As side effect, specifying exact build to deploy from CI area is now also
possible in kubeadm init command.

Fix pointer receiver handling in queryparams marshaler

**What this PR does / why we need it**:
`Time.MarshalQueryParameter()` and `Time.MarshalJSON()` try to handle nil pointer object (they call `t.IsZero()` which checks if t == nil) but fail because receiver is not a pointer so the dereference needed to pass it as receiver to these methods fails with npe.
In practice this happens with `Unstructured.SetDeletionTimestamp(Unstructured.GetDeletionTimestamp())`.

Here is the stacktrace of the failing test if receiver is not a pointer.

Detect major version mismatches between kubeadm and kubelet.

Added device plugin e2e kubelet failure test

**What this PR does / why we need it**:
This is part of issue #52859 (fixes #52859)

This PR adds a e2e_node test for the device plugin.
Specifically it implements testing of failure handling by the device plugin components in case Kubelet restart / crashes.

I might try to refactor the GPU tests in a later PR.
