Deprecate InfluxDB cluster monitoring
InfluxDB cluster monitoring addon will no longer be supported and will be removed in k8s 1.12.
Default monitoring solution will be changed to `standalone`.
Heapster will still be deployed for backward compatibility of `kubectl top`

New pod timeseries was introduced that has same labels for namespace and
pod_name resulting in doubling value in old query. New metric is not
based on containers so filtering on image solves that problem.

Bugfix/logf newline

Removes all redundant new lines being passed into the `Logf()` function. This involved going through code in both `test/e2e` and `test/e2e_node`, finding the newline redundancies in calls to `Logf()` and removing them.

This is the 2nd attempt. The previous was reverted while we figured out
the regional mirrors (oops).
New plan: k8s.gcr.io is a read-only facade that auto-detects your source
region (us, eu, or asia for now) and pulls from the closest. To publish
an image, push k8s-staging.gcr.io and it will be synced to the regionals
automatically (similar to today). For now the staging is an alias to
gcr.io/google_containers (the legacy URL).
When we move off of google-owned projects (working on it), then we just
do a one-time sync, and change the google-internal config, and nobody
outside should notice.
We can, in parallel, change the auto-sync into a manual sync - send a PR
to "promote" something from staging, and a bot activates it. Nice and
visible, easy to keep track of.
utils/image/manifest has an additional `arch` parameter, which determines
whether an image ends in `-$ARCH` (like `-amd64`).
All locations that previously had gcr.io urls referenced in costants or inline
have been updated to refere test/utils/image.

Use rbac client with explicit version
