48f453d649 cloud-provider: Log additional options 
The 'NewCloudControllerManagerCommand' function create a cobra.Command
object that is used for the main entry point to various CCM
implementations. This function accepts an 'additionalFlags' parameter,
allowing users to register additional controller-specific options
beyond the standard set used for all controllers. While we were dumping
the standard set of flags in the usage string - seen when running the
command with '--help' or when parsing fails - we were not dumping the
additional options. Correct this oversight.

Use ptr.To to retrieve intstr addresses 
This uses the generic ptr.To in k8s.io/utils to replace functions and
code constructs which only serve to return pointers to intstr
values. Other uses of the deprecated pointer package are updated in
modified files.

5c7dac2d77 dra scheduler: refactor PodSchedulingContext updates 
Instead of modifying the PodSchedulingContext and then creating or updating it,
now the required changes (selected node, potential nodes) are tracked and the
actual input for an API call is created if (and only if) needed at the end.

This makes the code easier to read and change. In particular, replacing the
Update call with Patch or Apply is easy.

c4dd16a1f8 golangci-lint: warn about deprecated APIs only as hints 
This particualar warning didn't make it into
https://github.com/kubernetes/kubernetes/issues/117288.  Discussion on Slack
concluded that "it's hard to have a universal policy for all functions marked
deprecated" and thus this can only be a hint which must be considered on a
case-by-case basis.

For example, APIs like sets.String are very unlikely to ever go away, therefore
it is entirely up to developers whether they switch to sets.Set even though
sets.String is marked as deprecated.

Ideally, the deprecation message should explain this. It doesn't for sets ("use
generic Set instead"), so a better message in that case would have been
"consider using generic Set instead".
