Update pause image to v3.5
...
Update dependencies and the test images to use pause 3.5. We also
provide a changelog entry for the new container image version.

Update pause container version to 3.1
...
This updates the version of the pause container used by the kubelet and
various test utilities to 3.1.
This also adds a CHANGELOG.md for build/pause
