The allowRelaxedServiceNameValidation() function currently only checks
service names in spec.rules, but it should also check the service name
in spec.defaultBackend.
When an Ingress has a defaultBackend with a service name that is valid
per RFC 1123 but invalid per RFC 1035 (e.g., starting with a digit like
"1-default-service"), the function incorrectly returns false. This
prevents users from updating such Ingresses even though they were
validly created in the past.
This commit adds validation for spec.defaultBackend.service.name to
maintain backward compatibility for existing Ingresses.

Remove reference to internal types in kuberc types

* Don't do conversion gen for plugin policy types
Because the plugin policy types are explicitly allowed to be empty, they
should not affect conversion. The autogenerated conversion functions for
the `Preference` type will leave those fields empty.

Wire up peer proxy infrastructure in kube-apiserver:
- Add UnknownVersionInteroperabilityProxy feature gate
- Configure peer proxy with identity lease selectors
- Register CRD and APIService informers with exclusion filters
- Start peer discovery sync and GV cleanup workers
Includes extractors for CRDs and APIServices to identify which
GroupVersions should be excluded from peer discovery.
